CARLSBAD, Calif. (FOX 5/KUSI) — The officer with the Carlsbad Police Department who was hospitalized after an assault last week involving a skateboard was identified on Thursday by San Diego police.

The incident began around 11:15 p.m. last Friday, March 29. According to SDPD, the officer, identified as Michael McKinney, had been driving west on Carlsbad Village Drive in a marked patrol car when it was struck by a rock traveling underneath Interstate 5.

The impact of the rock falling on the vehicle destroyed its spotlight and cracked the windshield. Due to the damage, the officer pulled over into a nearby parking lot where he called a supervisor to inspect it.

After the supervisor arrived, SDPD says the suspect approached McKinney with his supervisor, striking him on the head with a skateboard “without warning or provocation.”

McKinney then moved to cover at a nearby business, where he took out his service firearm and shot at the suspect three times. The suspect was not hit by the gunfire, nor were any civilians who may have been in the area.

At the same time, the sergeant chased the suspect on foot down Carlsbad Village Drive. After three blocks, the suspect, identified as 32-year-old San Diego resident Kyle McCord, was taken into custody with the assistance of additional officers dispatched to the scene.

McKinney was transported to a nearby hospital after the incident for treatment of “serious head injuries,” according to SDPD.

Details about his current condition were not disclosed by SDPD on Thursday, although he was described as a patrol officer with eight years of law enforcement experience who had been employed with Carlsbad police since September 2022.

An investigation by SDPD’s Homicide Unit, who takes charge during all outside incidents where an officer shoots their firearm, remains ongoing at this time. SDPD says detectives are currently looking into whether the rock that struck McKinney’s car was a coincidence or an intentional act.

Per the Countywide Memorandum of Understanding, investigators are also collecting evidence regarding the officer-involved-shooting. Their findings will be reviewed by the San Diego County District Attorney to determine whether the officer bears any criminal liability for firing his weapon.

The Carlsbad Police Department will also conduct an administrative investigation into the officer’s weapon discharge. The Federal Bureau of Investigation and the United States Attorney’s Officer are also monitoring these probes.

Meanwhile, McCord was booked into Vista Jail for his suspected involvement in the assault. According to SDPD, he could face charges relating to attempted murder of a police officer and committing a felony while on bond or release.

Anyone with additional information regarding this incident is asked to contact SDPD’s Homicide Unit at 619-531-2293 or to remain anonymous, Crime Stoppers at 888-580-8477.
